Charles D. Owen Park in Swannanoa was devastated by Tropical Storm Helene and has been closed since the storm due to damage – but that’s not the end of its story. The next chapter starts now, as Buncombe County Parks & Recreation partners with the community to reimagine, redesign, and rebuild Owen Park.

Charles D. Owen Park experienced the worst storm damage of any Buncombe County park. The Swannanoa River – which previously bordered the park – breached its banks, flooded and destroyed the fishing ponds, and cut a new path through the park. There was extensive damage to the park’s infrastructure, like fields, buildings, and equipment, as well as a potential impact to the stability of the land and changes to its topography. So reopening Owen Park to the public will require a large-scale project.
Buncombe County Parks & Recreation will complete the project in two phases. The first phase will include public input opportunities to help identify the community's vision for the park; engineering studies to develop plans for grading, drainage, stormwater management, and structural integrity of park amenities; and incorporation of accessibility standards and sustainability and resilience measures. After these steps, we will share conceptual and schematic designs for Owen Park. Phase two will include production of detailed construction documents and plans, permits, a public bid process to select a contractor, and construction of a new Owen Park. Reimagining Owen Park Community Meeting
Meet with Parks & Recreation staff and project designers to learn about the project and tell us your vision for Charles D. Owen Park. Through conversations and hands-on activities, you’ll have a chance to share your history with the park, tell us your recreation needs in the present, and discuss opportunities for the future.
The event will take place in the Owen Middle School gymnasium, and Spanish-language interpretation will be available
The evening will begin with a brief presentation by Hoerr Schaudt, the design team for the project, but please feel free to drop in anytime from 6 to 8 p.m. This event is co-sponsored by the Swannanoa Grassroots Alliance.
