Feedback Needed on the 2024 Buncombe County Presidential Election Early Voting Survey
Do you want to have a voice in how Early Voting works for the 2024 General Election? Take our five-question survey so your voice can be heard. The Buncombe County Board of Elections will take feedback into consideration when determining the number of locations and weekend hours for Early Voting. The survey closes on Friday, May 10.
Staff is recommending the 13 early voting sites listed below. We also highly recommend that the Board approve weekend hours that would allow for only one shift to work per day instead of the two shifts that poll workers normally work weekdays. This will ensure poll workers can rotate days and have a day off during the two and half weeks we are open. Review the entire plan here.

Recommended Weekend Hours:
- Recommend one shift on Saturday and/or Sunday.
- Recommended weekend hours of 10:00 am to 3:00 pm, five hours plus the additional time needed to complete opening and closing duties.
- Open both Saturdays – October 19 and October 26
- Open one Sunday – October 27
Hours of Operation Mandates:
- Mandatory weekday hours are still 8:00 am to 7:30 pm.
- Last Saturday of early voting hours are still 8:00 am to 3:00 pm.
- Must maintain uniform hours for all sites. If one site is open, then all one stop sites must be open for the same number of hours. This requirement applies to weekdays and weekends.

The Board of Elections will also hear in-person feedback on the plan during the meeting on April 30. During the BOE meeting on Tuesday, May 7 the board will review all of the community feedback and vote on adoption of the plan. After that, Buncombe County will publicize the finalized Early Voting and General Election locations and hours on our website, through media partners, social media, and on the Board of Elections Engage page https://engage.buncombecounty.org/boardofelections.

Frequently Asked Questions
The current weekday hours of operations (8 a.m.-7:30 p.m.) are statutory and our Board has no authority to change these hours. (NCGS §163-227.6)
The proposed weekend hours of 10 a.m.-3 p.m. were chosen based on previous election turnout data. These hours were determined to be the peak hours that most voters come to vote on the weekends. These hours will also allow poll workers to rotate days so that they can have a day off over the 17-day period that they are required to work.
It’s the law. Early Voting is statutorily required to be offered during every election in North Carolina. The popularity of Early Voting has grown not just in Buncombe County but nationally. About half of voters in Buncombe County vote early for convenience.
Most of our Early Voting sites (i.e. libraries and community centers) are located on the public transit route for voters to take advantage of.
