Buncombe County Primary Election Early Voting Plan Survey
Buncombe County Primary Election Early Voting Plan Survey
Feedback Needed on the 2026 Buncombe County Primary Election Early Voting Survey
Do you want to have a voice in how Early Voting works for the 2026 Primary Election? Take our five-question survey so your voice can be heard. The Buncombe County Board of Elections will take feedback into consideration when determining the number of locations and weekend hours for Early Voting. The survey closes on Friday, Sep. 26 at 5 p.m.
Staff is recommending the 10 early voting sites listed below. We also recommend that the Board approve weekend hours that would allow for only one shift to work per day instead of the two shifts that poll workers normally work on weekdays. This will ensure poll workers can rotate days and have time off during the two and half weeks we are open. Review the entire plan here.
Proposed Sites:
1. Black Mountain Library – 105 N. Dougherty St, Black Mountain 28711
2. East Asheville Library– 3 Avon Rd, Asheville 28805

- Mandatory weekday hours are still 8:00 a.m. to 7:30 p.m.
- Last Saturday of early voting hours are still 8:00 a.m. to 3:00 p.m.

Early Voting Dates
February 12 – 28, 2026
Inclement Weather:
In the event of inclement weather, staff proposes that as part of the implementation plan, we will adhere to the following changes in the hours of operation:
· If all of Buncombe County public offices and/or libraries close or operate on a delayed schedule due to inclement weather, each early voting site will follow Buncombe County’s directive.
· The Director of the Board of Elections is responsible for communicating any delays or closings to personnel operating the early voting sites and notify the public as soon as possible upon receiving the information from Buncombe County.
· In case of partial closures, the Board will be required to meet.
· These changes in hours of operations follow Resolution 2024-01 that was approved by the Board on February 6, 2024.
What’s next?
The Board of Elections will also hear preliminary review of the survey results and in-person feedback on the plan during the meeting on Tuesday, Oct. 7. During the BOE meeting on Tues. Oct. 14 the board will review and vote on adoption of the plan. After that, Buncombe County will publicize the finalized Early Voting and General Election locations and hours on our website, through media partners, social media, and on the Board of Elections Engage page https://engage.buncombecounty.org/boardofelections.
